From 1974, this is Yellowstone Kelley, or a very good OOAK doll that looks like Yellowstone Kelley. I picked her up in one of Kathie's bargain bins.
Just a note--if you live anywhere around Southern California--I've seen some of Kathie's inventory recently, and I didn't clean out all her stuff. She will be at Barbara Peterson's show on September 18. She has a huge variety of items and really, the best vintage you can find, in addition to a ton of mod and 1980s stuff (including lots of Rockers items).
Anyway--Can I just mention how lovely this doll is? She is wonderful. I'm in LOVE.
